Hua Foley

General Manager, Public Affairs & Communications, GM China Group

Hua Foley was appointed general manager of Public Affairs & Communications for the GM China Group, effective November 1, 2009. Based in Shanghai, she is responsible for developing and implementing internal and external communication strategies for General Motors Company in China.

Foley previously was managing director, China, for public relations agency Upstream Asia from 2006 to 2009. Between 2001 and 2004, she held posts with News Corporation/Star TV China, where she was an advisor to the executive vice president for China and acting general manager of Star TV China, and Panorama Media, where she was vice president and co-founder.

Foley earlier was China country manager and chief representative of public relations agency Euan Barty Associates in Beijing from 1997 to 2001, and before that a consultant with Monitor Company in Boston and Hong Kong from 1994 through 1997.

She also has worked as a research fellow at Columbia University in New York, director of the Opinion Research Center of China in Beijing, an analyst at the Chinese Economic System Reform Institute in Beijing, an associate professor at People’s University of China in Beijing, and a journalist at China Science Weekly.

Foley has a Bachelor of Arts degree in journalism and a Master of Arts degree in mass communications from People’s University of China, and a master’s degree in public administration from the Kennedy School of Government at Harvard University.
